    SB 75 must be defeated because it:

    • Violates the spirit and intent of the City's Home Rule Charter.
    • Essentially reverses the vote of the people taken in an historic citywide election in November 2008.
    • Would revert New Orleans back to the old-school, dysfunctional planning process that has been in place for decades.
    • Would hold-up badly needed redevelopment in New Orleans.
    • Would waste money on an election (possibly several elections), on competing campaigns for and against the plan, and on the many consulting and planning costs associated with drafting and revising master plans.


    IT EFFECTIVELY KILLS A DESPARATELY NEEDED PLANNING PROCESS AND WILL BADLY DELAY RECOVERY AND DEVELOPMENT IN NEW ORLEANS.


    The voters of New Orleans approved last fall an amendment to the City Charter requiring the City Planning Commission to draft a master plan that, when complete, would have the force of law meaning the city’s planning process would no longer be subject to the whim of elected officials and those connected to them, giving New Orleans a stability that would protect quality of life and foster economic development.
     
    The amendment outlined a detailed process that would be followed to adopt the plan and subsequently amend the plan. The amendment also detailed how the master plan would be implemented through the capital budget, the comprehensive zoning ordinance, and other means. 
     
    SB 75 effectively overrides this process by requiring a second vote of the people once the plan is approved by the Council before it can be implemented. It also requires any subsequent changes in the plan be voted upon, creating the need for costly annual elections to amend the plan.
